Who is RAYMOND DAVIS? Why he is so much important that American President has to interfere for his Diplomatic immunity? Without considering that whether Raymond Davis is considered by Diplomatic Immunities given in Vienna conventions of 1961 and 1963 or not, US President has been forced to give a statement while Ex-Presidential candidate John Kerry has to visit Pakistan? Was Raymond working as a diplomat for; improving relations between USA and Pakistan, or doing campaign for improvement of environment, busy in bringing people of both countries closer, working for betterment of Pakistani students or for modern sciences in Pakistan or for improvement in trade ties? What is a diplomat or what are the duties of a diplomat?

                                                                                                 

Does not the rules and regulations set by Vienna Convention make guest diplomat to respect the local laws and people and if the diplomat is involved in any serious crime then host country is not given the right to withdraw the Diplomatic immunity? Leaving aside the heinous crime like murder even if ambassador himself is involved in the spying or knows someone from his office is involved in such activities and hides him or does not send him back to his country, international laws allow the host country to file a case against ambassador and punish him. According to international laws if a diplomat is involved in child labor or sexual harassment Vienna Convention withdraws its diplomatic protection. Moreover on the smuggling laws the host country has the right to withdraw the diplomatic protection.

Here I would like to ask the defendants of American murderers on the basis of Vienna Convention who are busy in telling the golden rules of Vienna convention just for the money they get for America

            “DOES VIENNA CONVENTION ALLOW ANY OF THE FOLLOWING”

1. Ambassador himself or any other staff of the embassy gets visa by changing the identity through fraud?
2. Diplomat gets the visa on the fake name and forged passport and after entering into the host country hides his duties from the host country?
3. Is the diplomat allowed to take the vehicle on the rent and visits such areas where he is not allowed to go especially searching for Defense installations?
4. is the diplomat allowed to visit in the rented vehicle and take with him the military equipment like “wireless set”, Long Range Telescope used by military personnel, Pistol of not allowed bore, 5 magazines and 75 spare rounds (keep in mind the bullets used by Raymond to kill 2 men from Lahore were SOFT TIP bullets, their tip is filled with the explosives and when in touches the living body due to the heat of the body the explosives blast up destroying the body for about 3 to 5 centimeter. The remaining tip of the steel makes its way further in the body. The use of such bullets is prohibited in the whole world), unregistered Laser Scope, spy camera, GPS and all other equipment used by undercover operatives.
5. Diplomat wanders in the city with fake registration number in spite of red registration number plate as prescribed to him?
6. Shoots the local people targeting to murder them?
7. After murdering the innocents says that he did this in self defense?
8. Crushes the pedestrian to death through his vehicle and then hides in the consulate?
9. Tries to influence the judicial process and pressurizes the widow of murdered to suicide?
10. Where in the Vienna convention it is specified that CONTRACTOR OF US STATE DEPARTMENT is also eligible for diplomatic immunity?
11. In which country where the diplomat involved in serious crime has been favored due to diplomatic immunity?

In 1984, in from the upper story of Libyan Embassy in London an unknown bullet killed a passer by female Police Constable ‘Yvonne Fletcher’. British police besieged the embassy and demanded that the murderer should be handed over to police. After two days British police entered into the building, including the ambassador all the staff was forced to get out with HANDS UP and then deported. Due to this for a long time the links between both countries were suspended. However this matter was not solved that from where did the bullet come and who fired it?

“In 1997, Gueorgui Makharadze, the Georgian Deputy Ambassador to the United States, accidentally killed an American teenager in a road accident in Washington, D.C. The U.S. exerted extreme pressure on the Georgian government to lift his diplomatic immunity even though it was not a deliberate shoot-to-death killing, as in the case of Raymond Davis, but a car accident. The Georgian government finally relented “in the interests of U.S.-Georgian relations and on moral and ethical grounds.” Makharadze was tried in a U.S. court, found guilty of manslaughter and sentenced to 21 years in prison. After three years of imprisonment he was deported from USA.

In 2001 a pedestrian was crushed by the Russian diplomat in Canada. The diplomat succeeded in running to Moscow, Canada demanded for the diplomat. However Russia itself imprisoned him for 4 years. Diplomat ANDREI KNYAZEV accepted his fault and apologized from Canadian govt., people and family of the murdered person.

In December 2009 Vice Ambassador of Romania SILVIU LONESCU crushed a pedestrian in Singapore while he was driving intoxicated by alcohol and hid in the Romanian embassy. He was sent back to Romania silently by the Romanian ambassador on 3^rd day. After investigations the death of a person by Singapore police it was proved that SILVIU is the murderer. Romanian govt. like US govt. tried to get the diplomatic immunity but Singapore govt. issued Red Warrants and brought him back through Interpol where he is still imprisoned.

Like this in Sri Lanka the ambassador of Burma murdered his wife for having illegal relations with a famous player. After murdering his wife he secretly burnt her body as well in the building of embassy. When Sri Lankan came to know about this incident it told Burmese Foreign Ministry that they want to arrest him and register a case against the murder. But as the incident happened within the boundary of Burmese embassy so the ambassador was called back to Burma where he is still imprisoned for killing his wife.

These were the few examples showing that diplomats can be punished for serious crimes in spite of having diplomatic immunity. There is not a single incident where host country has given BLANK CHIT to the murderer for being diplomat. All of the diplomats punished above were actually diplomats belonging to Civil Services not the spies, commandoes or assassins. Raymond Davis himself has accepted that he TECHNICAL CONTRACTOR or in the other words ASSASSIN then how he can be freed for diplomatic immunity?

Here the matter is not of the murder by Raymond Davis (US govt. and pro-US elements in Pakistan are trying to limit this matter just to murder, and trying to get diplomatic immunity for him what a shame?) but of his suspicious identity and role in Pakistan? There is no doubt that he is a murderer, he has murdered 2 innocents in front of the public and himself admits that he has fried bullets but in self defense. While eye witnesses saw that he fired bullets over innocent motorcyclists from his car and when one of them tried to run for his life he murdered him too and coldly make pictures of the murdered. He is agent of CIA and assassin as well, it is now clear to the whole world. Then is Raymond a lost LINK between terrorist activities in Pakistan for which all secret agencies of Pakistan had been searching?

Shumaila; hopeless for getting justice, she stated few minutes before her death, "I NEED JUSTICE i.e. BLOOD FOR BLOOD, BUT I FEAR THAT RAYMOND WILL NOT BE PUNISHED"

Even the American embassy and staff was not aware of suspicious activities of Raymond, this is why that on 27^th January after murders when Raymond was arrested representative of American Foreign Minister, Crowley said, “American arrested as murderer is not Raymond Davis”. This was very astonishing that American govt. was trying to dispute the identity of its citizen in spite of knowing this that arrested murderer is Raymond. On the 2^nd day it was told that Raymond Davis belongs to Administrative and Technical Staff of US consulate. From the 3^rd February Americans are saying that Raymond belongs to Technical Staff. Were Americans doing this on purpose or they were confused?

There was nothing like that, actually US govt. was worried that their secret agent “007” has been arrested and Pakistan may get aware of their other JAMES BONDS and their terrorist activities. That is why USA and western media took a different stance about the both murdered persons. In the Press Release issued by US consulate on January 29 it was said that motorcyclists tried to harass Raymond by the weapons and stop him on the traffic signal. On the 3^rd February US consulate said that motorcyclists attacked the vehicle of US diplomat. On the basis of American stance western media said that the murdered persons were having criminal record and even said that according to Pakistani law it is not allowed to keep weapons, and in Pakistani law it is allowed to shoot an armed Pakistani. But western no where mentioned that what was American James Bond 007 doing in the area of Mozang Lahore?  However from the last 1 week western media is claiming that the murdered persons were OPERATIVES of Pakistani Secret Agencies.

Who were the murdered persons? Who is Raymond Davis, who got commission in US army, after training from FORT BENNING, GA he participated in Commando Center FORT BRAGG in THIRD SPECIAL FORCES GROUP till 1998. Afterwards he was posted on several important places; in 2003 he left army and founded a private soldiers (assassins) firm in NEVADA along with his wife named as HYPERION PROTECTIVE SERVICES. Why did Raymond Davis shoot two motorcyclists, all this we will discuss later. But before this I would like to lend the attention of Pakistani govt. and public about an important problem which will may grow to worst and create problems for Pakistan and it is the presence many other spies like Raymond Davis.

Global Positioning system (GPS)

It is said that loans are given to enslave the govt. of the under developed country while aid is given to destroy the self respect and self dependence of the people of such countries by international imperialistic forces. It is proved in the history that from last 63 years USA is doing same with us. US has never given loans for internal or external stability, never transferred modern technology, no cooperation and plans have been given by US for boosting trade or industrial support. USA has always chained our govt. by loans through international financial institutions while through alms in the name of aid she had paralyzed the subconscious and destroyed self respect of the public. But currently the conditions set for the aid in the name of “BENAZIR INCOME SUPPORT PROGRAM” are much more dangerous especially linked with the IDENTITY.

Before issuing the grant for social sector development or to remove the poverty in Kerry Logger Bill, US govt. had demanded transparency and had said that the above mentioned aid will be distributed through their own employees. On this our govt. has resisted and said that the distribution process will be made transparent. The pressure from US was actually a psychological strategy and it succeeded in this. The govt. handed over the Performa consisting of 43 questions and a GPS (Global Positioning System). The 43 questions and the verification from the agent of NADRA are understandable. But why the geo-location of that person or family is being recorded through satellites in space? Such like space research have never been conducted even by NADRA or other govt. institutions. People get accounts in Banks, sell and purchase property of millions in Kutchehry in front of Land Registrar, everywhere National Identity Card issued by NADRA is taken as authentic and sufficient, but GPS data or geo location is taken no where. It is just like that survey team comes to the house of KHALID BAIG in Southern Punjab for Benazir Income Support program, they get information about the family and assets and also tag the location as well through GPS MAPPING that in such locality, such street number and such house number, resides such person. In this way every inch of Pakistan will be recorded/geo tagged by 27 american satellites present in the space, but at least why this is being done? While we are aware that as their duty survey team will have to go in every nook and corner of the country…

The Tragic Story of Afghan Bride Sabra Ahmadzai…!

Whether it is international media, intellectuals of so called civilized western nations or their rulers no one is ready to condemn American forces presence in Afghanistan just keep it in their illegal control. The civilized and democratic WEST is so much morally shallow if Afghans protest against illegal hold of their country by US Forces or Northern Alliances they are termed as terrorists and Taliban and their murder becomes inevitable for social beasts. Americans have also formulated a puppet govt. in order to hide their illegal capture of Afghanistan and drama of elections is also staged. However along with the looting, gang rapes of Afghan women and murders all other such crimes are also being done in the occupied Afghanistan which are observed only in captured areas by their capturers.

Today’s topic is also such type of tragic incident, the govt. of Afghanistan should be ashamed of this. This is the tragic story of 18 year old girl belonging from Kabul, Sabra Ahmadzai. She became target of lust of an Indian Major. The shameful fact is that this deceitful marriage ceremony was attended by Higher officials of USA and NATO forces, Indian Diplomats and especially by Ministers of Hamid Qarzai’s Cabinet but alas! Now no one is ready to support her to get justice.

Sabra was working in a Child Hospital run by India as interpreter for US $150 per month. Sabra belonged to middle class. She liked Indian movies from the childhood and this was the cause of her fluency in Hindi and getting her job as interpreter. Sabra went to the hospital to get the medicine. An Indian lady doctor who was also in charge of the hospital was much impressed by her fluency in Hindi and advised her to work in the hospital as interpreter. In this way she helped those patients who cannot speak English of Hindi. Sabra served in the hospital till 12 and after returning back to home she attended an evening school as well. She was student of Matriculation.

During this Major CHANDA SHEKAR PANT replaced the lady doctor as in charge of the hospital. He was the new boss of Sabra of her father’s age. Sabra’s father has been murdered in the American attacks over Kabul in 2001. Major Pant had bad intentions for Sabra. Whenever anyone was ill in the Sabra’s neighborhood Major Pant paid special intention and visited the patient himself. This increased Major Pant’s prestige in the area. He tried to trap Sabra but to no avail. At least one day he went to the Sabra’s mother and proposed Sabra. Her mother rejected the proposal saying that she cannot marry her daughter to a Hindu. Major Pant continued his struggle but it was fruitless.

At last Major Pant went to the official preacher of a nearby Jamia Masjid (Mosque). The preacher informed the family of Sabra that Mr. Pant has converted to Islam and his Islamic name is Himmat Khan so now he can marry Sabra. However Sabra rejected the proposal saying that she cannot marry a man old enough to be her father. The matter was taken to the elders of the Sabra’s family. Preacher convinced them that if Sabra marries Major Pant whole family will be rewarded for converting a Hindu to Islam while if Sabra did not marry her and he reverts back to Hinduism they all will be sinful for it. After being convinced by preacher family of Sabra accepted the proposal and Sabra was told that she had to marry him because they have promised to Himmat Khan and preacher.

Sabra was married to Hindu Major. The marriage ceremony was attended by 700 guests including higher officials from US and NATO forces, Indian diplomats, Indian army officers and ministers of Afghanistan. After 2 weeks of marriage Sabra was informed by Major Pant  that he has been transferred back to India. After 20 days of marriage Pant departed for India. Arriving India Pant called Sabra and told her that he is already married and has 2 children and wife, as Sabra is young so she should go for 2^nd marriage. On the protest of Sabra he said that he never converted to Islam and he has staged drama of being Muslim just to marry her deceitfully.

            The phone call of Major Pant was not less than a bomb for Sabra. The news of Major Pant’s bluff was spread in the whole family. The local boys harassed her and shouted that they are ready to marry her for 20 days, too. This affront was unbearable for her and she decided to end her life. One night she tried to kill herself by taking poison but due to timely first aid she could not find shelter in the arms of death. Her mother and other women encouraged her to go to India and confront Major Pant.

Sabra’s pledged his land and some other relatives lent her money to go to India. Sabra arrived in New Delhi along with her mother. From the Children Hospital, Kabul she was informed that Major Pant has been posted to Military hospital in Pithoragarh a Himalayan village. Before arriving India Sabra has known India only what she had seen in the movies of Bollywood. She had only NIKAH NAMA/marriage certificate, a CD of video and an album of pictures of her marriage. What type of problems she had to face from her departure from Afghanistan to arrival in India and then searching for Major Pant, this is a long story showing her courage. Major Pant was astonished to see her at his house but rejected to accept her as his wife. He was not a little bit ashamed. Neither he was ready to accept her as his wife nor to divorce her. But Sabra had only one demand, "I told him to come to Kabul and divorce me in front of everybody". Major Pant rejected this demand.

When this story was leaked to media the newspapers of Pithoragarh were filled with the painful story of Sabra. On this famous Indian intellectual and human rights activist Arundhati Roy and other women rights organizations contacted with her. The representatives of Pithoragarh female student’s organizations also arranged meeting with her to know the reality. After the reality was disclosed a huge number of students and women took to the roads to protest and besieged Police Commissioner’s office. The besiege was ended after police registered a complaint against Major Pant. During this Sabra’s mother got ill and was sent back to Kabul via Delhi. While Sabra decided to remain in India to get justice. In order to support Sabra students from 3 univeristies of New Delhi formed a committee consisting of 30 student members named as “JUSTICE COMMITTEE FOR SABRA”. This committee was supervised by a retired Professor from Jawahar Lal Nehru University. The committee contacted eminent lawyers, retired judges, professors and other persons from civil society to support Sabra to get justice. Astonishingly most of the supporters of the committee are from minorities and lower castes of India. On this Washington Post published the painful story of Sabra on the first page with the title “STRUGGLE FOR JUSTICE BY DECIEVED AFGHAN BRIDE RESONATES IN INDIA”. In this article concerns has been expressed over silence of Indian army and political parties like BJP & CONGRESS. When the representative of Washington Post RAMA LAKASHMI contacted Indian army chief General Deepak Kapoor he said, "Our inquiry is in progress," Kapoor said. "If he is found to be at fault, we will not hesitate at any point to take action."

But, the army chief added, there was a discrepancy in the dates. "She said in her police complaint that her marriage took place in December," he said. "But as per our records, the major was there in Afghanistan from January to November."

This means that Indian army chief is not ready accepting his major as guilty and this is why no inquiry from Indian army’s side has been observed. Mobeen Alam, Joint Secretary of Jawahar Lal University Student’s foundation had severely condemned it and said that is due to enmity for Muslims in India. Along with the Justice Committee he mentioned the marriage of Vice Chief of Haryana Chandar Mohan’s 2^nd marriage with Assistant Advocate General Anuradha. This marriage had jolted whole India. Hindu law became a hurdle in his 2^nd marriage. So both of them tried to get shelter in Islam and changed their names.

Chandar Mohan became Chand Muhammad and Anuradha became Fiza Parveen. They got Nikah from a Muslim cleric in Marriot hotel. 500 thousands were fixed as Haq Mehar paid on the spot by fraudulent Muslim Chandar Mohan. As soon as this was story got coverage in media the Hindus came to road protesting against it. The pictures of Chandar Mohan were hanged in the necks of dogs during protests. The protests did not end until Chandar Mohan announced separation from Anuradha and reverted back to Hinduism. Before this announcement Chandar Mohan disappeared. After one week unknown persons left him outside Delhi in the deserted area of Rajghat. Police took him to the police station but Chandar Mohan denied registering complaint against anyone, while it was clear that he has been mentally and physically tortured. The people of Delhi are of the view that Chandar Mohan was kidnapped by Mahasbhai Hindus (Hindu extremists) and their torture brought him back to Hinduism.

Mobeen Alam also mentioned alleged marriages of Indian filmstars Hemalini and Dharminder, and Raj Ameer and Seman Payal. He expressed grief that these people also went for 2^nd marriages by getting Islamic names while whole India knows that they are not Muslims. Mobeen Alam and Committee for Sabra also contacted Anuradha Bali and assured that they will help her to get justice as well. According to Mobeen Alam, Anuradha wants to file a case of rape against Chandar Mohan. Anuradha told Justice Committee that Chandar Mohan was pressurizing her for marriage for last 3 years. One day he put pistol on his head and said that he will suicide if she did not marry him. Anuradha also told that this was Chandar Mohan’s plan to get married as Muslim. However this is a separate story, will discuss it some other time.

Now the situation is that protest from Muslims on the insult of Islam or Islamic values is termed as initial stage of terrorism by so called civilized world. But this does not mean that we remain silent over what happened to Sabra in Kabul or we took this stance that Pakistan has nothing to do with it. The incident of MUKHTIYARAN MAI in spite of being doubtful from the first day the human rights organizations from all over the world started propaganda over it jus to pressurize Pakistan. Moreover this incident was propagated by a human rights organization having deep links with India. This was a part of Indian strategy to limit Pakistani role in South Asia. In this few NGO’s and a so called champion of woman rights played the central role. But silence over tragic incident is criminal silence even in soft words. This is not only the insult of an innocent and powerless girl of Islam as well, that a Hindu Major dared to play with a Muslim girl disguising himself as a Muslim.

Indian media has boycotted to give coverage this matter, then will our media also remain silent just in order to protect SOFT IMAGE of India and Indian army?

The Story of General Rath’s Court Martial… Part-II

Defense analysts were astonished by the COLD START WAR DOCTRINE presented by General Deepak Kapoor for attacking China & Pakistan simultaneously. As a response of this Pak-Army conducted war games AZM-E-NAU in order to check its war capabilities and practically find solution for new Indian strategy. However General Deepak Kapoor himself falsified his own WAR DOCTRINE when he came to know that he is being removed from army due to his so called deafness. He called a press conference and disclosed that ARMORED INFANTRY of Indian army is not capable to conduct its operations at night, while Pakistan army has 80% of this capacity while Chinese army is 100% capable to fight war at night. This conference was called by General Deepak Kapoor to prove himself healthy, so he put his fingers in his ears and replied to the questions of journalists. But by the remarks that INDIAN ARMY IS BLIND AT NIGHT he wanted to take revenge from General V.K. Singh (Current Chief of Indian army) for his conspiracies. General V.K. Singh has disclosed the corruption of Lt. General Avadesh Prakash serving as Principal Staff Officer (PSO) of General Deepak Kapoor. 70 kanals of Indian army’s land was given on lease by Avadesh Prakash receiving bribe as his commission. This scandal is the actual cause behind premature retirement of General Deepak Kapoor, Court Martial of General Rath, and resign of General Nanda. But this story is not going to end soon because cases against Lt. General Avadesh Prakash, Lt. General Ramesh and Major General P.K. Sen are still in the military court of Lt. General I.J. Singh for hearings. General IJ Singh is Commandant of Army’s Electrical and Military Engineering College in Secundrabad.

Here I would like to give a brief introduction of rivalry between 2 powerful lobbies within Indian army mainly due to KICK BACKS and division of money from financial scams. The COLD WAR between General Deepak Kapoor and General V.K. Singh grew more intense when General Deepak Kapoor presented his NEW WAR DOCTRINE to Indian govt. requesting permission to prepare for it. The Brahmans willing to be BOSS of Asia were much pleased by it but in order to test this NEW WAR VISION huge fund was needed. However, the question that whether Indian army will be able to defeat both nuclear powers China and Pakistan at the same time was still important. Indian Defense Minister was supporting General Deepak Kapoor while Indian Prime Minister Manmohan Singh was at the horns of dilemma and sought advice from other Indian Generals. When other Generals were asked to give their thoughts it was revealed that a group of Indian Generals under the supervision of General V.K. Singh is not agreed with the doctrine of General Deepak Kapoor. The majority of the formation Commanders was on General Deepak Kapoor’s side so keeping in mind the will of majority General Deepak was allowed to work on his war doctrine. This improved the credibility of General Deepak in the country.

On the other hand, General V.K. Singh was not ready to keep silent. He was foreseeing that Indian govt., Defense Minister was satisfied with the progress of Indian army, and RAW was supporting General Deepak as well. In order to tackle this situation General V.K Singh sought help from his friend, Chief of Military Intelligence (MI) Lt. General Lomba. At that time, General V.K Singh was serving as Chief of Army’s Eastern Command. Chief of Mi General Lomba provided the evidence of corruption by General Avadesh Prakash PSO and Military Secretary of General Deepak Kapoor. General Avadesh was involved in the land scam of SUKNA. Actually the land of army cantonement was given on lease by General Prakash for the commission of 300 millions. General V.K Singh took this evidence to Defense Minister A.K. Anthony and requested inquiry against General Prakash. The reply of AK Anthony that EVIDENCE IS NOT SUFFICIENT disappointed General V.K Singh. There were basically 2 reasons behind this;

1)                  Ruling Party CONGRESS was enchanted by the NEW WAR DOCTRINE of General Deepak and was dreaming to defeat Pakistan and China simultaneously,

2)                  Ministers including AK Anthony were not ready to give up heavy amount of commission that they were receiving from the purchase of military equipment.

General V.K Singh was disappointed but General Lomba of MI took this land scandal as a matter of Indian integrity and got busy in collecting further evidence. At least struggle of General Lomba brought fruit and MI succeeded in getting further evidence. They were astonished that not only General Prakash but including Commander of 33^rd Core General PK Rath and 7 other were also involved in the fraudulent lease of RANKHET KUMAON REGIMENTAL CENTER’s land for bribe of 300 millions that was given to them by a Property Dealer an Ex-Brigadier M.K. Singh. Lt. General Prakash, Lt. General Rath, Lt. General Ramesh, and Major General Sen took the major share.

After getting such authentic evidences General V.K Singh did not think it necessary to inform Ministry of Defense and wielding his authority asked Secretary of Army Chief Lt. General Prakash to clarify his position. Such a notification from General V.K Singh was taken as personal attack by General Deepak and he stopped Prakash from appearing in front of General V.K Singh and complained to Defense Minister that General V.K Singh is misusing his authority. When Defense Minister inquired the matter from General V.K Singh he General Prakash is involved in the land scam of SUKNA for a huge corruption of 300 millions. At this AK Anthony told General V.K Singh that General Deepak Kapoor is being given extension for 1 year and as he is busy in preparations for COLD-START WAR DOCTRINE so his Military Secretary cannot be called for investigation.

The news of extension of General Deepak was not less than a shock for General V.K Singh. He at once informed MI Chief General Lomba about this situation. General Lomba decided to take help from Israeli MOSSAD. MOSSAD was not happy with General Deepak because during his time India has made most of the purchases from Russia and other countries in spite of Israel. So on the day General Deepak arrived into Israel to make deal of BARRACK-8 UPGRADED TACTICAL AIR DEFENSE SYSTEM, a newspaper of Tel Aviv published the scandals of General Deepak with the headline

            SPINELESS AND CORRUPT Indian ARMY CHIEF DEEPAK KAPOOR IN Israel

Newspaper demanded for court martial of General Deepak Kapoor by Indian govt. On the other hand, Russia was not happy with the deal of Barrack-8 Missiles between India and Israel. Russia was also angry at India because India has cancelled the deal of missile system to target ground and naval targets pretending that the missiles were faulty and had signed the same deal with Israel. Moreover, the biggest customer of weapons of the region was slipping out of Russian hands. After 2 days of arrival of General Deepak in Israel, MOSCOW TIMES also expressed anger saying that not only Indian generals but Indian politicians are also involved in theses scams. After the scandals of General Deepak published in Israeli and Russian newspapers, it was not possible for Indian govt. to bear General Deepak as Chief of Indian Army. It was decided that General Deepak should be removed from Indian army but for this, it was necessary to satisfy lower ranks. Foreseeing success General V.K Singh prepared a secret report from INDIAN ARMY’S RESEARCH AND REFERRAL HOSPITAL claiming that General Deepak has been suffering with affected hearing. Moreover the reports about the deafness of Indian army Chief were also given to newspapers. After this the premature retirement of General Deepak was inevitable clearing way for General V.K Singh to take charge as Indian Army Chief.

As soon as General V.K Singh was promoted as Chief of Indian army he started inquiry against characters of Sukna Land scandal. Moreover he pressurized General Nanda to resign under the accuse of raping his Tactical Secretary’s wife. The next target was General Rath, he has been court martial for issuing NOC for the lease of the land. Reacting to the court martial of General Rath an Ex-Indian army officer has written an article “WHAT ABOUT PREVIOUS CASES.” In this article, the greed of Indian generals for bribe has been unveiled. Now lets see that whether our pro-Indian columnists and intellectuals still keep appreciating accountability in Indian army or not;

            What About Previous Cases?

Anthony is what has not been done for decades. But, should have. Corruption is not new to the Army. Previously the reason corrupt officers like Lt. General SK Dahiya and Major Genral Swaroop-the two officers with the biggest corruption cases unearthed so far in the history of Indian army – could have risen to the rank of general is because they always ‘bought’ their way through. Why was no action taken against them? It has to start somewhere. By supplying sub-standard food to the soldiers fighting the enemy and the bitter cold in the Himalyas, Lt. General Dahiya amessed tens of crores including houses and assets under the names of his children. What about the soldiers who died in the cold without proper food? Similarly by supplying sub-standard clothing and equipment, General Swaroop was busy enriching himself. These officers are now enjoying a wealthy retirement – while so many widows are still wailing. More than 1500 soldiers have died in high altitude (previous 10 years) due to cold.

In the end, I would like to share a response to the first episode of this article sent by an Indian woman (not disclosing her name and ID purposely) as an email. In this email being a woman she has expressed sorrow over treatment of Indian woman officers in army by male Indian army officers. Alas! She has also mentioned her thousands of Kashmiri women who are being raped by Indian army as a strategy, along with her class fellow Lt. Iman and no one is ready to raise a protest against it. She writes;

Your article “The Story of General Rath’s Court Martial” dated 12^th February on “Truthbykbaig” has revealed two incidence of rape by two “Three Star Generals” of so called very discipline and renowned Indian army. Posing to the world very professional and dutiful but inside story of moral character is too obnoxious. One of my school class fellows named Iman was victim of a “Rape” by her Commanding Officer while as Lieutenant she was on duty in counter-insurgency operations in Kashmir Valley. To my alter horror and surprises the Commanding officer Colonel Debasish Mitra is renowned culprit so far faced 12 disciplinary charges at various occasions and still at large and nobody could punish him so far and still serving at Kolkata-based Eastern Command Headquarters in a so called Indian disciplined army. What a shame!

Delhi Peace Conference…

The tension between India-Pakistan could not be ended in spite of 63 years have passed. The cause of this tension is that India has never accepted division of India.  Right from the beginning conspiracies are going on from Indian side to capture the areas that Muslims got in 1947 through movement based upon ideological differences. After attacking Kashmir India herself took that dispute to UNO. There India accepted to give Kashmiri people right to decide about their future. Afterwards not only India is claiming Kashmir as its integral part “ATUT ANG” but has been always trying to defame Kashmir freedom movement as TERRORISM.

Many conferences have been held in the name of Peace but the result has been further instability in the region. Look at the history, whenever Pakistan resisted against the aggressive and imperialistic plans of India, she staged some drama and tried to cross the border in the dark of night, or through propaganda India either tried to prove Pakistan as a terrorist state or create such circumstances to provide bases for her attack on Pakistan. Then over the intervention of international community the joke of dialogues have been started afresh through BACK DOOR DIPLOMACY, then it is repeated that both countries should solve their disputes through dialogues. In these dialogues there is only one purpose of India i.e. business and trade activities should be increased while the disputes will be solved by the upcoming generations.

Take the example of water dispute, as soon as the international community expressed concerns over illegal dams of India keeping in mind the anger in general public of Pakistan, India staged the drama of Mumbai Attacks. We Pakistanis have not dared yet to ask that who were those RESPECTED PAKISTANIS who handed over the record of activists and leaders of Khalistan Movement to India, and as a reward how much money was shifted to their accounts by New Delhi? Who were those patriots handing over the report of Hamood-ul-Rehman Commission 1971 that was published in the weekly INDIA TODAY? The purpose behind the publishing this report in India was to defame Pakistan army and pressurize it to accept American demand of DO MORE. Whether they are providers of lists of Sikh activists of Khalistan movement or protectors of Indian interests in Pakistan, you can find all of them in Delhi Peace Conference.

Please keep in mind that such conferences cannot be called just to make statements or on the short notice of few weeks, huge money and time is needed to prepare such conferences. Especially when the participants are renowned politicians, the situation is threatening to was between two nuclear powers, not only one or two but dozens of people are invited, how is it possible that media is unaware of such a big preparations? If keeping such matters secret is BACK DOOR DIPLOMACY then prove that how many disputes have been solved through it? The term “Back Door Diplomacy” was first time used by Shah Hussein of Jordan for Palestine then did he succeed in saving Palestinians from Jews? This secret was unveiled after his death that he had deep contacts with Jews.

Rehman from Pakistan, and Kuldip Nayar, Salman Haider, Admiral Ramdas, Mehesh Bhat, Aijaz Ahmad, Muchkund Dubey and various others have confirmed their participation in this conference.

            Participants coming from outside Delhi should write to Sonila on sonila@focusweb.org confirming their participation and requisition for accommodation. We have made some modest accommodation arrangements on twin sharing basis. It will be available on first come first serve basis. There is no registration fee.

A conference was going to be conducted at India International Center of Delhi, the names of expected participants were disclosed then for whom was that message attended too, for who accommodation was also arranged, while media was unaware of it? This was very strange.

For 2 weeks there was complete silence. On 3^rd January 2010 a man belonging to Indian Held Kashmir published a news on website that through trusted sources it has been told that schedule for Ind-o-Pak Peace Conference has been announced. Moreover along with the names of participants the agenda was also disclosed for which this drama of Peace Conference was going to be staged. According to schedule ex-Prime Minister Mr. Gujral had to deliver the opening speech, after him MINI SHINKAR AINAR (has served as Consulate General for long time in Indian Consulate in Karachi), Sherry Rahman, Admiral Ramdas, Iqbal Haider, and others have to throw light over the need of India-Pakistan friendship. On the 11^th of January 2010, the meteorologists and economists from both countries were invited. On 12^th of January terrorism and strategies to curb this evil with the support of USA were discussed by Ayesha Siddiqa, IA Rehman, Theater Director Madiha Gohar, Mahesh Bhat, Murli Dharrodi and Waid Bhasin.

We have no objection till this but the real problem is of 1^st session held on 11^th of January. The title was ISSUE OF AUTONOMY: KASHMIR AND BALOCHISTAN. In order to deliver speech over this topic Asma Jahangir, Aitzaz Ahsan, Senator Hasil Khan, and an infamous journalist from Quetta, Saraj Malik was especially invited. This session was presided by Ex-Chief Justice of Delhi High Court, Justice Rajindra Singh. Yaseen Malik from Indian held Kashmir was also specially invited.

Although newspapers or electronic media did not give it much importance, may be Indian govt. has restricted its coverage. However some news reports were seen over internet. But what did participants say in this session in which Balochistan was attached with Indian held Kashmir; there is no report about it, except protests from Hindu extremists over the speech of Yaseen Malik.  Moreover this sentence by Aitzaz Ahsan was much appreciated by the audience, “WE IN PAKISTAN LOVE INDIA AND INDIANS”.

Who will be against the peace with neighbors but such friendship is cursed which is based upon the slavery. The condition of small independent states around India is that they are begging shelter from Indian imperialistic plans. While India-Pakistan relations are clear to the whole world, one country is converting itself into heap of weapons while other has no time from safeguarding itself from the conspiracies of first country. Neither we are against Aitzaz or others visit to New Delhi nor do we have any doubts that they had said anything harming Pakistan’s interests during their speeches. But had they talked about the tortures over innocent Kashmiri People? Had they asked India to stop its armed interference in Balochistan? How long the Pakistan will be made target of terrorism with the support of MOSSAD and CIA by India?

Obviously Pakistani participants could not have said anything that can make their guests angry who invited them with free accommodation. If through this conference these hosts have succeeded in presenting that like Indian Held Kashmir, Balochistan is also disputed area. Along with this Shankar has also taken revenge of Manmohan Singh’s confession that India is behind lawlessness in Balochistan in Sharm-al-Shaikh.

Whether the above mentioned peace conference will be helpful in promoting peace or not this will be decided by upcoming time. But I would like to request my fellow country men tat we should also call a peace conference too. In this peace conference we should discuss the independence movements in India like Khalistan, Nagaland, Mizoram, Tamil and Assam states. But will our govt. allow leaders of these freedom movements to participate in this conference? Perhaps Not, But can over not only protest to India over topics like AUTONOMY OF KASHMIR AND BALOCHISTAN?

The Story of General Rath’s Court Martial…

General Nanda's Wife

From the last 1 month the Court Martial of General Rath is a burning topic for Pakistani media. Although Western and especially Indian media has ignored it but there is not a single channel or newspaper which has missed chance to comment over this scandal. Some columnists and anchor persons have tried to prove, “In Indian army the accountability is so much clear and strong that even a 3-Star General could not avoid it”. All these persons deserve to be congratulated on improving the IMAGE of Indian army. But alas! No one has tried to bring forward the truth behind the court martial of General Rath. It is the result of mutual disputes and lobbyism present within Indian army. The first target of this lobbyism is not General Rath but General Nanda. He has been forced to resign under accuse of raping a woman 1 week before announcement of General Rath’s punishment. For being part of Ex-Indian Army Chief’s (General Deepak Kapoor) group still 2 Lt. Generals and one Major General is to be punished (announcement is expected soon). The untimely retirement of General Deepak Kapoor is also result of this internal war between Indian Generals within Indian army. The matter of General Deepak has been already discussed in detail in an article published on 27^th February 2010.

This is the internal situation of Indian army, threatening to attack Pakistan and China at the same time. Indian army! By whom cantonments have been converted into caches of latest weapons forcing the whole sub-continent to brink of destruction. Indian is army is still the biggest customer of modern arsenal. In the greed of commissions in the defense related deals Indian Generals are ready to go to any extent to show each other down. The Indian politicians are buying weapons of mass destruction just to get their part out of the bribed money.

The economies (International powers) that are dependent on sale of weapons to avoid bankruptcy are not only ready to accept all Indian conditions but also silent on India’s aggressiveness in South Asia and tortures on minorities. Due to this criminal silence of Western imperialist forces, Hindu Extremism is penetrating within Indian army (involvement of Higher Command of Indian army in terrorism is proof of this), while on the other hand structure of Indian govt. effected by Hindu Caste System is forcing Naxalites and Maoists towards separation. In order to suppress these freedom-movements Indian govt. is using same inhuman practices as it has been using in Held Kashmir for last 63 years.

Before discussing punishment of General Rath lets discuss case of General Nanda in brief. This will help in understanding the ACCOUNTABILITY SYSTEM of Indian army. Engineer-In-Chief of Indian Army General A.K. Nanda went to Israel on an official visit along with other staff and their wives (Look at the situation that even wives of Indian Generals participate in the defense related deals). General Nanda was still in Israel but a case has been registered against him for raping wife of his Technical Secretary. As soon as he returned from Israel, he was handed over a charge sheet accusing him of rape. He was astonished that what he should say in his defense for a sin that he has never committed. However he wrote down the reply rejecting accuse. This clarification was rejected by General V.K. Singh and General Nanda was forced to choose between 2 options; “Either resign or get ready for Court Martial”. 59 year old General Nanda was aware that alleged rape cannot be proved against him medically but example of General Deepak Kapoor was also in front of him (General Deepak Kapoor has been declared as deaf by Indian Army doctors and has been forced to quit). Moreover General Nanda was also aware of Israeli role in the matter of General Deepak Kapoor. So General Nanda decided to resign in spite of resistance from his wife. In a very magnificient get-together General Nanda was sent off from army with due respect. After the get-together General Nanda’s wife told a journalist, “General Nanda is not capable of raping a woman (having sex)”. When the scandal of General Nanda was disclosed in newspapers, some journalists raised the case of Female Army Officer, Captain Kaur. She had complained to the Chief of the Indian Army in July 2010 that in the Head Quarter of Army Supply Core (ASC) Hariyana, she was raped by the GOC, when she went to his office to complaint against immoral attitude of her Battalion Commander and other officers. However in the inquiry it was said that the female army officer has passed on a fake complaint just to defame higher officials, so her complaint was rejected. Not only Captain Kaur, Captain Neha Rawat had been also raped by her GOC. In this incident the victim, Captain Neha wrote in a written complaint to Commander of 14^th Core, “Commander of Ladakh Division, General A.K. Laal called her in his office for official work in the office timings. After arriving there AOC left in his room. She was in her uniform and could not imagine that GOC of her father’s age will rape her. GOC did not ask her to sit down but rose from chair and held her. She yelled and cried for help but no one came to rescue her, no one out of General’s staff or army guards out there. After being raped she walked out of the General’s office in torn out uniform no one asked her that why she is crying or who has made her in this condition”. Raping of woman by Indian army is not new or first case.

General Nanda after resigning

However throough the above mentioned scandals one can easily understand the situation of accountability in Indian army, General Nanda is being expelled just for alleged accuse while on the other hand on duty raped female army officers are not given any justice, this clearly shows that how much deep rooted lobbyism is in Indian army.

History of Indian army is full of such financial scams and blunders especially regarding the deals of weapons or defense related equipment. But internal disputes over black money of bribe between generals and lobbyism in Indian army were disclosed in 1999 after Kargil war in the scandal of Sandal wood coffins. Actually 1200 coffins made of Sandal wood were allegedly purchased for $2500 each from a company run by a retired Indian army officer. Afterwards it was disclosed that these coffins were made of common wood costing $75 each. After investigations it was revealed that in this fraud of 3 million dollars Defense Minister George Fernandus, 1 Lt. General, 2 Major Generals and Brigadier was involved. But as a Major General did not get his part in this fraud so he unveiled the whole financial scam. In order to investigate the Scandal an inquiry committee was formed but what happened after it no one knows. Even Indian media did not dare to unveil the truth.

Captain Kaur: Her GOC raped her but she cannot get justice

The second incident of corruption in the purchase of weapons was unveiled in 2001. on 14^th March 2001 a news website named as TEHELKA.COM published recorded scenes of bribe taking by Ministers and Generals on its website. In this video of 2 hours famous polticians of India, moreover Major General P.S. Chaudhary, Major General Hamesh Nahen, Major General Narindar Singh was filmed receiving cash as commission in advance in the purchase of weapons. Video also included the conversation as well. After the deal was finalized, payments were made; a costly get together with prostitutes and alcoholic drinks was also part of the video. The ruling BJP forced 6 of its Ministers to quit and in order to suppress this scandal ISI was blamed for leakage of these videos. But opposition parties rejected BJP’s stance and said, “it is the result of internal lobbyism in Indian army and unequal distribution of bribed money, due to this a group unveiled the whole scam as a conspiracy so that other group gets punished”. Blaming ISI as a master mind for whatever happens in India is not new, but in contrast to this the reality is that two journalists of Tehelka.com met Indian Generals disguised as dealers of weapons. They discussed with them the deals of weapons and commissions. They tried to convince Generals to purchase by giving costly gifts and cash. After the deal was finalized the bribed was paid in advance. In this deal Additional Director General P.S. Chaudhary related to Weapon purchase was on the top of the list. But the question is how can the owners of Tehelka.com and weekly Tehelka afford billions of rupees to be given as bribe and much more money to be spent on a wealthy party? Where did the money received as a commission go, was it deposited in Indian national treasury or became victim of other corrupts? However this is not our headache but of the Indian public. But another important question is, representatives of Tehelka completed their activity in 2 and a half months so where were secret agencies of Indian army during this whole period? Why they could not know that two journalists disguised as weapon dealers are dealing with Generals carrying billions of rupees in their bags. The truth is that a group consisting of 1 Lt. General, 2 brigadiers and one Colonel was behind this activity of Tehelka. This group arranged secret meeting for these journalists with Indian Generals. Does not this show that an internal drift is going in between RAW and MI and other secret agencies of India? One of these secret agencies provided billions of rupees to Tehelka along with recording facilities (Just like as in dispute between General Deepak Kapoor and General V.K. Singh in which RAW was on one General’s side while MI was supporting the other one). But in order to misguide the general public of India as usual ISI has been blamed.

Afterwards when agents of Tehelka were harassed they disclosed that still they have video of 98 hours in length.  So in the name of inquiry Indian army retrieved this video of 100 hours; both of these journalists were arrested under the law of PUTA. The whole of these scandals aside but why  the Pakistani appreciators of Indian army’s justice in case of General Rath Court Martial kept silent over such financial scam unveiled by tehelka.com? However let’s see another sample of corruption in Indian army:

On the December 2010 Major Narvikar Singh belonging to RAW was sent back to his parent unit “7^th Cavalry” as a punishment. This was punishment for making illegal assets of 93 millions. These assets were acquired by Major Singh during 2005 to 2009 while he was serving as ADC to Governor General of Punjab. From there he was transferred to RAW. Astonishingly in this corruption the involved were 3 top bureaucrats;

1. Director Tourism Vesvik Aatrey,
2. Interior Secretary Punjab Krishan Mohan, and
3. Advisor of Governor General of Punjab.

The money looted by these bureaucrats was in addition to these 93 millions. After this scandal was disclosed, CBI arrested the 3 bureaucrats and filed an FIR against them but they did not arrest Major Singh because it was duty of army to bring him to justice. On this biased attitude of CBI when protests were made; a higher official of CBI told journalists on the condition of secrecy of name. Whatever he said was published by Indian newspapers as it is without disclosing his name;

            ““RAW OFFICERS TRAINED TO DODGE INTERROGATIONS”

As part of their training, the officers posted in RAW are trained to dodge interrogations. Besides their training in infiltrations and ex-filtration, RAW officers are specifically trained in the act of facing or evading interrogation, in case they are caught” said a CBI Officer.

Is not this an interesting story? Besides it makes clear that who provided billions of rupees to tehelka.com to trap Indian Generals…

Conditions by RAW for Pak-India Peace…

Lo! Peace talks have not started yet but ignobleness of Hindu has been unveiled. Actually on the bomb blast in Poona India for four days there was complete silence, no reaction was observed from Indian govt. side, after this Interior Minister of India issued a statement, “Behind the terrorist attack in Poona a terrorist organization named as “Indian Mujahideen ” and Lashkar-e-Taiba (LeT) may be involved”. Probably this was a pre-planning so that on 25^th February 2010, Pakistani Foreign Secretary goes to New Delhi for peace talks, he can be pressurized. Possibly they had presented few people in front of media that these people have confessed being involved in bomb blast and they are trained by ISI and LeT. Another terrorist activity in any other city is also excepted so that either talk could be cancelled or Pakistani Foreign Secretary can be pressurized only to talk about terrorism or leave India. On the other hand a special advice has been issued by Manmohan Singh on 14^th February to Indian Foreign and Interior Secretaries that nothing else (Kashmir dispute and Indian terrorism in Baluchistan etc.) should be discussed except terrorism during peace talks and Pakistan wants to talk on other disputes then peace talks should be cancelled. Manmohan Singh has also called a special meeting in which reports of secret agencies about Poona Bomb blast will be discussed. According to some sources Richard Headley has been accused as responsible for bomb blasts. The name of Richard Headley was also attached with Ajmal Qasab in Mumbai Attacks.

The long story of struggles by Indian politicians aside, Indian army and RAW does not wish as well that there should peace between India and Pakistan unless gives up its defense in front of India. In this regard apparently a defense analyst but actually Director of RAW Dr. Sabhesh Kapella’s articles should be enough to open our (Pakistani’s) eyes and especially the supporters of AMAN KI AASHA. This article reflects actual Indian plans for Pakistan. Before discussing Dr. Subhash Kapela I would like to talk about terrorist activities of RAW in Pakistan through its trained terrorists.

Recall the attacks over Indian parliament on 13^th December 2001, as a reaction to this India has brought forward its 28 Divisions of army towards Pakistani boundaries as usual blaming Pak-Army and ISI for these attacks. However in spite of all of latest weapon systems and abundant supplies Indian army could not dare to cross the border because it was aware that in front of them Pakistan army is ready to take the revenge of 1971. After 11 months besiege Indian army had to go back (in military language it is taken as defeat), however the accuse of Parliament attacks is still following Pakistan. I would like to introduce with characters of this staged drama of parliament attack.

Muhammad Arif nick named as Ashfaq is the only character of this drama who has been sentenced to death in December 2007. But he has not been executed yet. Arif has told that he is Pakistani and is working in X branch (India’s External Intelligence Agency) of Indian RAW as an agent in Pakistan. In June 2002 he went to Kathmandu at the order of RAW, here he had to hand over important documents to Sanjeo Gupta. Arif further stated that when though PIA under passport number 634417 he arrived in Katmandu, Gupta advised him to report in India. He himself accompanied Arif to the border of Nepal and gave him number 6834454 and address of a person named as Nain Sukh, Arif had to meet him in Delhi. Sanjeo Gupta ordered him that at no cost Arif will disclose his original country and identity to Nain Sukh and will tell him that he is from Jammu Kashmir.

After arriving in New Delhi Arif met Nain Sukh and told him his name as Afzal Guru. When in order to analyze the statement of Arif, court called Nain Sukh as witness he verified the statement of Arif and said, “Afzal Guru (Arif) spent one and a half month in his house. The house is situated in a near by village OKHLA of New Delhi. During Arif’s stay their neighbor Azam Malik told Nain Sukh’s mother that Afzal belongs to Kashmir. At this his mother got angry with him because she was against keeping any one from Kashmir in her house. After this I made Afzal to leave.” When Judge asked about occupation of Nain Sukh, he replied, “I cannot tell that in front of lawyers and cannot show my service card as well”. When he gave his card to judge in an envelope, after watching the card judge returned it back to him. On the question from lawyers he just replied that he (Nain Sukh) belongs to Cabinet Division of RAW. At this every body got silent and no one dared to ask that why did a terrorist coming from Pakistan in order attack Indian parliament stayed in the house of an officer of RAW? No lawyer raised the question that how the statement of an officer of RAW is acceptable? The other persons with whom Arif was in contact were R.S. BAHSIN and VED PRAKASH. When judge was told that both are working as inspector in Special Cell of RAW, judge did not dare to call them to court. The defending lawyer of Arif also did not object on it.

Arif clearly rejected his involvement in Parliament attacks and told judge, “I deposited 700,000 Indian rupees in Nain Sukh’s account in New Delhi through Gupta. Few amounts were spent during my stay, while when Nain Sukh asked me to leave he rejected my claim on the remaining balance. At this I quarreled with Nain Sukh but he was not ready to give me my money. I complained against this to BHASIN who had links with me from 1997 and was constantly in contact through phone. BHASIN promised to return the money and after giving me new place to stay in Ghazi Pur of New Delhi he disappeared. When I told this situation to Sanjeo Gupta he opened an account in my name from Katmandu in a bank of Delhi named as HDFC and transferred amount to it. In order to get the account functional all documents including forged driving license were present there before I arrived into bank”.

On the statement of Arif when Court analyzed the account number 0891000024344 of HDFC, there was balance of 53000 rupees present in it. Bank staff identified Arif as Afzal and said that Afzal himself presented all the documents for bank account. From where did the money come? Police replied it was transferred through HUNDI. In the way the case of Arif was presented in Court it is very interesting and full of contradictions. The story of each witness is different. Even the weapon with which Arif attacked parliament, at the time of arrest he was accused of just having a pistol. During the attack one constable saw him using AK-47 while other saw Arif just throwing hand grenade. In spite of all these contradictions Court sentenced Arif or Afzal Guru to death but his death sentence is yet to be executed. But the question is how long India and its secret agencies will make the world fool only through propaganda in spite of all their barbaric and brutish activities? How long we will keep silent in spite of knowing all the mess just for peace? Is not this our and our media’s duty to unveil the state terrorists of India?

Let’s now come towards today’s headline i.e. Conditions of RAW for peace between Pakistan and India;

On 21^st January 2010 a long article consisting of 42 paragraphs written by Dr. Subhesh Kupela was published in many European newspapers with the title of “PAKISTAN-INDIA PEACE STRATEGICALLY IMPOSSIBLE”, actually Dr. Subhesh was talking to westerners especially. He has tried to convince western community through reasons that thinking and struggles for peace with Pakistan are fruitless. He has also informed world about the threats to world’s peace due to Islamic ideology of Pakistan. Like the title shows, if any Indian intellectual, columnist or journalist has written such article it would have been easier to ignore him as extremist but status of Dr. Subhesh is different, he is retired Brigadier of Indian army and now a days working as Director of Propaganda Wing of RAW. In army Dr. Subhesh spent most of his time in the Military Intelligence’s desk against Pakistan and China. Especially on the Indian Held Kashmir he has provided services. He is graduate of “ROYAL BRITISH ARMY STAFF COLLEGE”. Afterwards getting Masters Degree in “Defense Sciences” from Madras University he also got PhD from there too. He has worked in many countries undercover of being a diplomat. He has specialty in speaking against Islam and Pakistan in lectures of western universities. BBC and CNN also sought help from his thinkings. However as being agent and representative of RAW his article should be considered as RAW’s conditions for peace.

In the opening he writes;

“India is hardly a year removed from horrendous Pakistan based and Pakistan Army-Facilitated Commando style attacks of Mumbai 26/11 which were similar to the Pakistani attack on the Parliament House in December 2001. India in both occasions under different political dispensations failed to hold Pakistan”.

Subhesh Kapila further writes;

India's political leadership, policy establishment and its liberalist glitterati of different hues, in a total disconnect with Indian public’s pronounced opinions went ahead earlier and now advocating once again the resumption of India-Pakistan Composite Peace Dialogue. There are some who have advocated Sub-Composite Peace Dialogue – whatever it means. 

Once again, in January 2010, advocacy of resumption of the Composite Peace Dialogue seems to have become the flavor of the season in India. On analysis of the trend, it emerges that there is a concerted and calibrated subtle campaign to prepare Indian public opinion for what the Indian Prime Minister might succumb to due to his personal inclinations and external pressures for resumption of the Composite Peace Dialogue.  

Such an Indian official decision would be in total disconnect with the well-grounded Indian public opinion's suspicions on Pakistan establishment’s sincerity for peace. With the Pakistan establishment not having displayed the minimum modicum for making amends on Mumbai 9/11, India's official decision for resumption of Composite Peace Dialogue would therefore be contextually insensitive to Indian public opinion and rubbing in salt into the wounds of India’s public psyche brought about by Mumbai 26/11.Further, India would not be paying respect to strategic realities which militate against it. 

India's politicians need not be reminded of the public contempt which was directed at them, and which was visibly and vocally visible on Indian TV channels following Mumbai 26/11. 

Pakistan’s policy postures, Pakistan Army’s compulsive anti-India attitudinal fixations and its continued proxy war do not display any changes for the better justifying a change in Indian public opinion. Pakistan’s adversarial postures and conflictual propensities have sharpened since Mumbai 9/11.

The danger of another Mumbai 9/11 being inflicted by Pakistani elements allied to the Pakistan Army like Al Qaeda and the Lashkar-e Toiba has been pointed out officially by the United States during the visit of US Defense Secretary to New Delhi this week. Obviously the United States has credible intelligence on this count and this public statement indicates that Pakistan Army has not taken any steps to pre-empt such an eventuality.

It is strange therefore that international seminars in New Delhi and Indian prominent political scientists and strategic analysts should be advocating resumption of peace talks with Pakistan which continues to be as intransigent and threatening to India as before.  

Peace with Pakistan is desirable and a common aspiration of the people of both India and Pakistan. The emphasis is on “the people of Pakistan”. The Pakistan Army which even today controls Pakistan does not share that sentiment of the Pakistani people.  

 Sixty three years of India's persistent efforts to engage Pakistan to ensure Pakistan. -India peace have failed time and again, defeated by Pakistan Army’s imperial strategic pretensions.  

Pakistan-India peace cannot be achieved by delusionary political and idealistic mindsets of India's political establishment and “Pakistan apologists” within India. 

Pakistan- India peace is impossible through the political route of political negotiations, mediation and conflict resolution processes. The Pakistan Army is both blind and deaf to such processes.  

Pakistan-India peace is strategically impossible till India recognizes the “strategic realities" that hover over and impede any achievement of realistic and lasting peace with Pakistan.  

India needs to recognize that any peace process is not a one-way street. It takes two to make peace and with mutual trust between the two as the predominant force. Regrettably, Pakistan- India mutual trust is nowhere on the horizon.

 Pakistan’s Strategic Mindsets: Major Impediment 

Pakistan’s strategic mindsets more modulated and crafted by Pakistan Army’s anti- India strategic fixations seriously impede the processes towards Pakistan- India peace whether internally stimulated in both countries or externally generated.  

Some of the major strategic myths that dominate Pakistan Army thinking and distorts its realistic view of the South Asian strategic landscape can be enumerated as follows: (1) Pakistan Army especially now with nuclear weapons arsenal is the “strategic equal” of India (2) The Pakistan Army provides muscle to Pakistan’s foreign policy in relation to “strategic bargaining” with United States and China, playing “balance of power” politics. (3) Pakistan so equipped is in a position to herd South Asia’s smaller nation into similar confrontations with India.  

Consequently, the Pakistan Army which determines Pakistan’s foreign policy perceives India not through political prisms but through strategic perspectives. This is truer in relation to Pakistan policy perspectives on India and Afghanistan. 

The over-riding passion of the Pakistan Army is therefore the strategic diminution of India and the strategic erosion of India's strategic asymmetry with the rest of South Asia and Pakistan in particular. Galling for the Pakistan Army is that its nuclear weapons arsenal also could not reduce Pakistan’s military asymmetry with India.  

Till such time Pakistan continues to view its differences with its neighbors in military terms rather than political perspectives it would be naive for India's ‘Pakistan apologists’ to strive for Pakistan – India peace. (COPIED FROM SUBHESH KAPILA”S ARTICLE)

Now look at another interrogative paragraph by Subhesh Kapila:

“Has anybody in Pakistan realistically delineated Pakistan’s ideological frontiers and especially, even if there was some political ideology like it, what was its relevance to Pakistan’s continued existence and Pakistan's place in the 21^st century?”

However the summary of Subhesh Kapila’s article is that neither India should engage in dialogue with Pakistan nor take any steps towards peace until:

1.      Pakistan did not leave and give up TWO NATIONS THEORY

2.      Pakistan did not leave China and leaves its influence (so that Pakistan cannot get any help from anywhere in case India tries to capture it)

3.      Pakistani army is given under full control of POLITICIANS

4.      until Pakistani nukes are not given into the control of international agencies or made useless.

Is India really serious for dialogues for mutual peace? However in reaction to his long article we will just say that TWO NATIONS THEORY and PAKISTAN will remain till end of this universe no matter whatever conspiracies are planned and supported by India.
